In the UK we have a daily "standing charge", mine currently sits at 26.493p per day, which then we pay 18.892p per kWh usage on top. As far as I am aware the standing charge is to cover the cost of infrastructure and the per kWh charge is to cover the cost of generation. I say currently as next month I have a feeling both are going to double, if not nearly tripple due to the energy crisis we have currently.
In my city (Zagreb Croatia) on a water usage bill we have it split just as you mentioned (infrastructure, usage, ...), but that is not the norm.
